Legalization in the Republic of Armenia: Residence Permits, Citizenship, and Business Registration

Relocating to Yerevan requires securing a legal status. Staying in the country for more than 180 days without lawful grounds will inevitably lead to administrative issues and fines.

The main nuance of Armenian legislation today: grounds for legalization are checked strictly and cross-functionally. The Migration and Citizenship Service of the Ministry of Internal Affairs of RA checks your data with the State Revenue Committee (SRC) in real time. Fictitious employment contracts and “empty” sole proprietorships no longer work. The tax burden must be real. That is why professional migration and citizenship services focus on comprehensive support for relocants, rather than just technical form-filling.

How to Legalize: Working Algorithms and Timelines

Our experience shows: the most reliable paths for expats are business registration or proving ethnic descent.

Residence Permit (VNJ) via Business Registration (Sole Proprietorship or LLC)

A working tool for real entrepreneurs. Grants a one-year status with the possibility of extension.

  1. Company Registration. The State Register of Legal Entities registers a Sole Proprietorship or LLC in 1–2 working days. Presence is mandatory. Or we work remotely via a notarized power of attorney.
  2. Taxes and Account. The business must generate turnover. The SRC sees all transactions.
  3. Submission to the Migration Service. A strict package. You will need your original passport, its notarized Armenian translation, a medical certificate from a local clinic, an extract from the State Register, and a state fee payment receipt (105,000 AMD).
  4. Timelines. Processing takes 30–40 days.

Passport of the Republic of Armenia

The procedure is more complex. Expert citizenship services in Armenia are required when archives are lost, mistakes are made in ancestors’ birth certificates, or when you value your time and want a fully turnkey solution. You delegate the process. We deliver the result.
  • Grounds: Ethnic descent (baptism certificate from the Armenian Apostolic Church), marriage to an RA citizen, substantial investments.
  • Legalization: Any foreign civil registry document must have a strict apostille or consular legalization mark. Plus, a local notarized translation.
  • Timelines: By law, the process takes up to 6 months.

Three Non-Obvious Reasons for Rejection and Fines

In practice, we regularly deal with the consequences of self-submission. The main risk for the client lies in technical details.

  • Discrepancies in Transliteration. One letter in the notarized passport translation doesn’t match the marriage certificate. Rejection. The inspector doesn’t guess facts. Documents will be returned.
  • “Zero” Tax Returns. You opened a Sole Proprietorship for a residence permit. You don’t pay taxes. Upon applying for an extension, the Migration Service will request an SRC clearance. No taxes — status revoked.
  • Violation of Stay Periods. Applying on the 181st day. This is a direct violation of the visa regime. Result: a fine of 50,000 to 100,000 AMD. Administrative proceedings. Delaying the whole process.

Checklist: Choosing Between a Residence Permit and Citizenship

The choice of status depends directly on your long-term goals and initial data.
  • Requirements for Grounds: For a residence permit, opening a Sole Proprietorship or an employment contract is sufficient. Citizenship requires proven roots, marriage, or major economic investments.
  • Processing Times: You will get a residence permit in a month and a half. A passport takes over half a year.
  • Documentation: The residence permit package is collected quickly, locally. A passport requires a strict apostille and extracts from the Civil Registry of the country of origin.
  • Residency Requirements: A residence permit does not oblige you to live in RA year-round. A passport even less so, but it gives you the full right to stay permanently regardless of time limits.

Practical Advice from a Lawyer

Formalizing your status is a legal project. Strict deadlines. Strict forms. Quality migration services in Armenia protect you from wasting time in queues and sudden rejections due to an error in a power of attorney. If your case involves searching for foreign archival records, complex legalization of corporate documents, or appealing illegal actions of state bodies, doing it yourself costs too much. We recommend delegating the bureaucracy to a legal team. Focus on developing your business. We will do the rest.

Still Have Questions?
We Are Ready to Answer!

Legalization in a new country always involves bureaucracy and hidden risks. A mistake in a single certificate can nullify months of waiting. We have compiled answers to the most frequent expat questions about obtaining a residence permit, an RA passport, and business checks.

Remember: there are no template cases. Our specialized migration lawyer will study your initial data and propose an optimal, 100% legal strategy.

We conduct the initial express audit of your grounds and documents for free. The exact cost depends on the legalization path (Sole Proprietorship, roots, marriage), the state of archives, and the volume of work. We work transparently. All conditions and fees are fixed in an official contract before the process starts. There are no hidden fees.

The rules are changing drastically. From November 1, 2026, the residence permit application process transitions to a fully digital format. We will upload the application, notarized passport translation, medical certificate, and business documents via the official migration.e-gov.am portal. How it works in practice: we register your company by proxy, form a digital dossier, and apply online. A personal visit to Yerevan is only required at the final stage to submit biometrics and receive the resident card. Citizenship applications are currently submitted strictly in person at the Migration Service.

There are no official mechanisms to speed up the signing of the Presidential Decree. The standard timeframe is up to 6 months. However, we dramatically speed up the preparation stage itself. We request certificates from foreign registry offices. We handle apostilles and translations. A correctly assembled dossier prevents the inspector from returning documents and wasting months on resubmission.

Do not panic. Migration Service rejections are often tied to technical flaws in translations or "zero" tax reports to the SRC (for business-based residence permits). We will officially request the reason for rejection, fix the legal defect, and either resubmit the documents or promptly appeal the inspector's decision administratively.
